Medicare Part B Giveback in Texas: what it is and who qualifies

A Part B premium reduction, sometimes called a giveback or buydown, is a feature included by some Medicare Advantage plans in some Texas service areas, not a universal benefit or a cash payment. Whether this feature is available to you depends on your plan, your county, and your own Medicare and premium situation. RGI Group is a licensed independent Texas insurance agency that can explain how this feature works by phone or virtual appointment, in English or Spanish. This page walks through the general rules so you can verify what actually applies to you.

What a Part B premium reduction actually is

Some Medicare Advantage plans choose to apply a reduction toward your Part B premium as part of the plan's benefit design. This is not a separate cash payment to you; it works through the way your Part B premium is paid, typically coordinated with Social Security, and the amount and availability are set by the specific plan.

Who it generally cannot apply to

This feature generally does not help people whose Part B premium is already being paid by Medicaid or another state assistance program, since there is no premium amount left for the plan to reduce. It also only applies to people who have both Part A and Part B and are responsible for paying their own Part B premium.

Availability varies by plan and by county

Not every Medicare Advantage plan includes this feature, and among those that do, the amount applied can differ from one plan to another and from one Texas county to the next. A plan offering this feature in one county is not guaranteed to offer it, or offer the same amount, in a neighboring county.

It is not a cash payment

Because the reduction is applied through the premium payment process rather than handed to you directly, it should not be thought of as receiving money in hand. Understanding this distinction matters when comparing how a plan describes this feature in its marketing materials.

It can change from year to year

Like other Medicare Advantage plan features, whether a Part B premium reduction is included, and in what amount, can change from one plan year to the next. A plan that included this feature this year is not guaranteed to include it, or include the same amount, next year, which is a reason to check again during each AEP.

How to verify if it applies to you

The only reliable way to know whether this feature applies to your situation is to review the specific plan's details for your county alongside your own Part A, Part B, and premium-payment circumstances. A general description of how the feature works is not the same as a confirmation that it is available where you live.

Questions to ask before choosing a plan

  • Do I have both Part A and Part B, and do I pay my own Part B premium?
  • Is my Part B premium currently paid in whole or in part by Medicaid or another assistance program?
  • Which Medicare Advantage plans in my county include a Part B premium reduction feature, if any?
  • How is this reduction applied to my premium payment, and through what process?
  • Has this feature's availability or amount changed for the plans I'm considering for 2027?

Frequently asked questions

  • Is the Part B giveback the same as getting a check in the mail? No. It is a premium reduction applied through how your Part B premium is paid, typically coordinated with Social Security, not a separate cash payment sent to you.
  • Does every Medicare Advantage plan in Texas offer this feature? No. It is included in some plans in some service areas and not others, and it is never available in every county or on every plan statewide.
  • If my Part B premium is already paid by Medicaid, will this feature still help me? Generally, no. If a state assistance program or Medicaid already pays your Part B premium, there is typically no remaining premium amount for a plan's reduction to apply to.
  • Can RGI Group guarantee this feature will be available in my county next year? No one can guarantee future availability. Plan features, including a Part B premium reduction, can change each plan year, so verifying current details for your county each AEP is the reliable approach.
  • Where is RGI Group located if I want to ask about this in person? RGI Group's one office is in Austin; Texans statewide are generally served by phone or virtual appointment to review plan features like this one.
